It's not exact by any means, but the general rule of thumb is that around 1.0 is bullish and under .45 bearish. I guess it's more of an art - a decline with a high equity PC and rising VIX should probably be expected to bounce soon, while a rally on a very low equity PC and falling VIX would be running on fumes. Obviously to be used in support of other factors like support/resistance, indicators, e-wave counts, VIX extremes, etc.
