I can't even understand looting of governement offices.
It is my understanding that, as soon an administrative building is abandonned, the intelligence guys would rush in the offices to put their hands on any files they can get.
Lists of supporters, lists of opponents, administrative organization in place, ...

Remember that there are no jails in Iraq anymore. Not since Saddam released all criminals and certainly not now. Still I see old women and mothers looting in the pictures not hardened criminals.
