after 9-11 we recognized that preemption will and must be considered and utilized if deemed necessary to our national security

And legitimized it for all other countries.

Brilliant. I can't wait to live the next fifty years or so.

"Kill one, terrify a thousand."
- Sun Tzu ("Art of War")

Sun Tzu also says that the best way to win is without even going to war. Have you even read "Art of War"? This invasion of Iraq has nothing to do with his teachings.

"The art of using troops is this:
......When ten to the enemy's one, surround him;
......When five times his strength, attack him;
......If double his strength, divide him;
......If equally matched you may engage him;
......If weaker numerically, be capable of withdrawing;
......And if in all respects unequal, be capable of eluding him,
..........for a small force is but booty for one more powerful."
- Sun Tzu ("Art Of War")

Thank you for posting that, for I would not be able to remember it off the top of my head. I guess all would agree that US military force is at least 10 times of what Iraq could hope to muster. So the best way to tackle the problem would be to "surround" them, because the best way to win is to win without going to war. And what exactly did the US do? Attack.
