Operation Freedom should have known the first priority was to surround and protect hospitals, but they didn't and now thousands of wounded civilians have no care and the death rate will rise abruptly.
The one major hospital they finally protected was after the fact, there is nothing inside to treat the wounded.

George Bush and George W. Bush are two separate people. Many people seem to see one as the extension of the other. I don't see any connection between George W. Bush and the 1991 action. I suspect that he wasn't really in the decision making process.

And

9/11/01 hadn't happened in 1991, the situation changed on that day.
