I usually assume most folks recognize "<g>" as being intended as sarcasm, humor, etc. Having removed the previous legal authority able to deal with civil unrest, the only law that now exists in Iraq is the US military. Looters loot in any situation approaching anarchy. Only a moron could believe it's a type of behavior unique to the Arab world. Iraqis loot and members of the US government loot, for the same reason anyone loots; there's no legal authority likely to provide consequences to their actions.
