The history is on the net. There have been several UN reports on the Congo. Holbrook thought we should send peacekeepers. The UN considered peacekeepers, but was afraid Kabila would not respect them. Obviously a large aggressive plan is needed. The kind of plan, for example, that might cost 75 billion for 3 months. I'm sure France and Germany et al would go if we did- after all, don't they contribute a greater portion of their money, as a percentage of GDP, to humanitarian relief and rescue missions than we do?
