Thomas -

"Crock fleecing sheme"? Should I infer that you wouldn't support the bill? Do you think American companies should be allowed to reincorporate as foreign companies in order to avoid paying taxes in this country?

As to why the President hasn't yet seen it, well of course that's because it hasn't been passed by Congress yet. In the House, Dennis Hastert and Tom Delay aren't allowing it to come to a vote.

In the Senate, the bill is in the hands of the Committee on Finance, where it doesn't seem to be going anywhere fast.
