But in addition to being almost unreadable, I doubt Mill knew one end of a saber from another, much less anything about the realities of war.

I don't recall the exact dates but France fought a number of limited wars with Germany in the late 1800's if my recollection of college history courses is correct. The belief that wars could always be limited and "civilized" was a main reason for the carnage of WW1 when technology surpassed military knowledge and common sense.

Portents for our future? Perhaps.....
