I don't think Iraqis will hold that long, Kumar. Three years for a referendum on a constitution? That would indeed start to look like occupation, IMO.

I think Ken was right, 12-18 months to put together a workable constitution to put to referendum. Now, how long AFTER THAT until a fully functioning, self sustaining representative democracy is in place... that might be three years, IMO.
