Yes, but the LJ was a traditional means of formalizing the division of power. Iraq doesn't have such a mechanism. If I were "King for a day" to make the decisions, I sure would avoid putting all those factions together to try to make such decisions TWICE - once for an interim government, and again for a constitution. Might as well do it in one fell swoop for a constitutional convention, and then let them at it once the ground rules are established. I believe the Iraqi constitution will come first, then the government. With a US civilian administration putting the pieces back together initially. I'm just pulling this out my ass, based on how I think things will transpire. Nothing more. So we'll just have to see how it all pulls together.
