These two countries are in the same part of the world.
The writer is providing relief (aid) in Afghanistan, the regime controlled by the Taliban. Al Qaida is the fundamentalist group responsible for the 9/11 attacks that was supported by, and supported, the Taliban, in Afghanistan. The comment about flimsy excuses was in regards to the upcoming war, at that point not started, in Iraq, not Afghanistan. The writer is complaining that Afghanistan was betrayed by Bush and Blair when they overthrew the Taliban, and that rather than fix the current situation in Afghanistan, they are going to attack Iraq.
The writer refers to the war in Iraq when he says it is being started for the flimsiest excuse. The author also acknowledges the terrible conditions in Afghanistan predate the overthrow of the Taliban but does not consider it an excuse to ignore the plight of the Afghani people.

Since 9/11 is ruled out as the direct excuse for the Iraqi War, I will ask you again, which excuse you have chosen as the real one for the war in Iraq ?
