Major Article in the "New York Times Magazine" on the uselessness of the UN. As Richard Haass, the State Department's director of policy planning, puts it, ''To the extent we need multilateralism, we're going to have to live with the reality that the U.N. will be the multilateral institution for just about everybody else.'' Then again, Haass is about to leave the Bush administration to become the head of the Council on Foreign Relations.
