UN as a political forum or a forum for political change does have a mediocre track record. UN as a humanitarian aid agency has a fairly good track record.


Yes. When Neocons, as I understand the ideas, say "The UN is useless", we are talking about the UN at the strategic level - identifying and managing risks and opportunities. At this level, the UN clearly isn't functional today. In the field, at an operational level, the UN track record is better - in particular it is very good when there is no strategic issue involved and the 'big guys' aren't watching.
