Not sure about that point. Some speculation pointed out that at the time, US tacitly approved Saddam's intention of Kuwait invasion in 1990(which the US government denied, of course), so US could find a "reason" to send troops to Middle East to destroy Israel's main enemy in the region once saddam invade Kuwait.

I don't know much about Iraq situation before 1990 Gulf war. But base on the facts that US government did not give clear warning to Saddam when he massed troops along Kuwait boarder in 1990 and US/Israel had planned to eliminate Saddam long time ago. I wouldn't be totally surprised if the above speculation was true.
