Yes.

And if you don't, then whose responsibility is it to provide security ?

The coalition forces - its fairly well defined in the Geneva convention. The only gap in understanding may be the "lead time" it takes to transition from a war scenario to a peace-keeping scenario. During that interval, things happen which are beyond control.

Ransacking museums is another part of war. It happens often...nothing new.

The most important artifacts are often returned later.

The military has a slightly different view and a different set of priorities during actual armed conflict. The goal right now is to end the hostilities as quickly as possible. When that has been accomplished, other things can move up the list of priorities. In the meantime, do not expect to see military commanders setting aside their military war mission for any reason until at least most of the hostilities cease.

If I were part of the Iraqi community outside, I would push for and establish organizations that would make it very hard for the stolen items to be sold in the West. A stolen property must be returned.

Muslim, Arabic and Iraqi historical and religious artifacts were destroyed by Muslims, Arabs and Iraqis.

That's just about the whole story .... point fingers where they should be pointed.
