Hi hueyone, there are ISO (Incentive-based Stock Options) and NQ (Non-Qualified Stock Options). ISO's are rarely given out because the employee doesn't pay taxes on them when they are exercised. NQ's are the ones given out in Silicon Valley most often. In Cisco's case, about 99% of the stock options given out are NQ's. So as of now, they don't have to expense them, although all shareholders wish they would.
