Certainly, the troops could not stop looting, and why should they try? People released from 30 years of fear will let off steam and exact some revenge, and if it's only against things then this is far from the worst outcome.

But the troops did secure certain buildings. They secured the Oil Ministry offices. They secured the Mukhabarat offices. They should have secured the National Museum too. That's all.
