The various Commands--Southern, Central, etc.--are doing the work that the UN should have been doing. They will increasingly become a substantial arm of our foreign policy establishment, not just soldiers taking orders. Look for serious tensions with State and the Chiefs of Staff, whose power they are slowly adopting.

The Commands are ideal for this mission. Some are excellent diplomats, just look at Zinni.


This whole business of "Soldiers stay off the grass," so that State types can run things, is nonsense. All Military organizations have always run pacified areas, it just makes sense. Why bring in the striped pants boys to give orders to the Generals? No need, they just get in the way.
