I answered your question. My belief is that ISOs are performance based option grants. So that's answers part A of your question. Cisco stock option grants are almost all NQs, which are not performance based. They can call them merit-based or whatever, but the bottom line is that they are not ISO's. So they aren't performance based. That answers part B of your question. You can read their 10 K, if you need any more info on it. It's all there if you care to read it. Or would you rather argue? :)
