You could reasonably argue it is rule of Iraq by Diktat but it isn't rule of Canada or anyone else.

Also even though a sovereign nations doesn't need UN approval to use its armed forces, there was actual UN authorization for this attack. The UN approved of the operation against Iraq when it invaded Kuwait. That operation was put on hold by a cease fire but the cease fire was violated making it null and void. Later the UN passed resolutions supporting serious consequences if Iraq didn't comply.

In any case if the military action was immoral then the UN SC supporting it can not make it right. If it was justified then a lack of a supporting resolution or even a resolution condemning the military action doesn't make it wrong. The UN is not sovereign over other states.
