Generally, the seasonal pattern is viewed over time and an attempt made to cancel it out. Probably, in the case of debt, mostly a Christmas spending phenomenon. I don't worry so much about seasonal adjustments in something like debt which is fairly straight forward. Not like trying to estimate the growth rate of the economy or inflation where the problems are myriad.
