Rumsfeld and Cheney were probably not aware of the exact details, nature, and scope of the attack by Al Qaeda. They did know that something was likely to happen, they were ready for it, but their preparation was how to respond and not how to prevent it. The events were just too convienient for coincidence and they are sparing no effort to cover up any investigation.
