AS, your original post made no reference to rule changes. It implied that there was no longer a reporting requirement. That is not true.

Also the GOP congress's first business when they convened was to no longer require congressmen to report gifts from lobbyists.

BTW, that Jeane Morris column is almost incomprehensible. I cannot figure out what rules change she is referring to.
