well BGR, its a touchy subject and something that probably can only be discussed online, where people can't see who they are really talking to. But US companies for a long time have had to deal with anti-discrimination laws which are largely based on skin color and other factors- diversity is something which most US managers are judged on, just the way it is. So sending a team to a customer site which is entirely foreign nationals just looks bad, based on expectations that american companies have in their own organizations wrt diversity laws. But beyond that, just look at the risk of outsourcing huge parts of your business to foreign nationals... does that mean you can't bid on any of these defense projects? Take cisco which is a huge oracle shop... does oracle have anybody available for their government practice which requires US citizens only? I'm not sure but my guess is its a big deal for Oracle to come up with the diversity required for anything like that.
