Bush is basically a puppet in the hands of Cheney et al. Anybody who thinks Bush can form coherent thoughts on his own should demand that he convene a town hall meeting where he will field tough questions from a panel of those opposed to his policies.

Well that's a theory. Neocons have certainly benefitted from 9-11. As have the Israelis. But is'a far-fetched anyway. And yes, when we say "Bush" we mean the people behind him because I doubt he thinks any of this stuff up by himself. Karl Rove would be more accurate.
