"We don't cluster bomb civilians, general. You need a reality check." Do you understand the issue here? We use cluster bombs. Many bomblets to not explode on impact. They blow up after the battle when civilians are present. Civilians die and are seriously injured. We don't have to target civilians to kill them -- they get killed just the same. Cluster bombs don't discriminate between military and civilians when they explode.
