I think you miss the point. That is largely my fault since I cannot give a complete explanation of what I meant in a single paragraph.

Of course a country cannot be the strongest without having something like the strongest fighting force. The real point is how strong is strong enough. The neocons are not satisfied with the fine miltary we had, which was strong enough to stop any attack or combination of attacks we might meet. They want a military strong enough to go on the offensive against anyone or any combination. That is a real different beast.

Secondarily, they don't want this force to be under control of the government as a whole. The military is kept under control of their representatives and any other oversight is severely supressed. Essentially, the military is under the control of the industrial community. This is accomplished by trading industrial leaders to the government executive for terms of service, and by buying off or marginalising the other branches of government. This is similar to the interlocking directorships which keeps corporate infighting to a minimum. You scratch my back and I'll scratch yours is the watchword for executive power sharing in the neocon utopia.
