So true. They rail at the US for doing something, then rail when we don't. And who would they call if they found themselves in trouble?

The reason that the looting was not stopped is that there was a danger that the local government would be consituted too quickly. The last thing the neocons want is for a stable Iraqi led government to begin in a few months. By allowing a complete destruction of infrastucture no self rule is allowed until the neocons are ready.
