Here's a more complete quote of what Eagleburger said. Judging from the context, Eagleburger seemed to be implying that the idea of invasion under present circumstances was ludicrous. Thanks, Gina. A couple of thoughts. 1. It's not clear exactly what question was asked that led him to say that. Makes all the difference. 2. The quote, as I read it, is not that an invasion would lead to impeachment but an invasion without congressional approval. Which is, of course, precisely right.
