No, no, Eagleburger is not "angered." More complicated. He thinks they would be dumb and irresponsible and whatever other similar adjective you wish to throw into the pot if they decided to do some sort of invasion of Iran or Syria without congressional approval. He definitely doesn't think they are so. And, maybe, just perhaps, he was doing one of those Scowcroft thingies in which he hopes to warn them away from such thoughts.

But it's not anger.
