sure they could. but they have their money here not for investment purposes, but as a security bribe. so they won't move a lot of money until their security policy changes.

the regime is likely to fall before the policy changes, in which case all bets are off. chaos in Saudi Arabia will make SARS and Iraq look like rice pudding, in terms of the geopolitical and economic fallout.
