.....in 1994, President Clinton signed an Executive Order stating, "The proliferation of nuclear, biological, and chemical weapons (weapons of mass destruction) and of the means of delivering such weapons, constitutes an unusual and extraordinary threat to the national security, foreign policy and economy of the United States." He declared "a national emergency to deal with that threat," including the use of sanctions and when necessary, military means. This declaration has been renewed annually. In 1997, Clinton added the need for swift action "in the face of what I consider to be one of three of four most significant security threats that all of our people will face in the next whole generation, this weapons of destruction proliferation. We've got to stop it." (1) The Clinton Administration also adopted a program of counter-proliferation, setting up new Pentagon offices to develop appropriate policies and the necessary tactics and weapons......

Since September 17, 1982, Syria has been in violation of UN Security Council Resolution 520, demanding that "all non-Lebanese forces" leave Lebanon. Syria has occupied Lebanon since 1976, when it initially intervened in the Lebanese civil war. Syria has killed hundreds of Lebanese leaders since the early 1980s and then it systematically absorbed Lebanon into itself.

The Syria Accountability Act and Lebanon

Last month, the House Subcommittee on the Middle East and South Asia voted overwhelmingly to endorse the Syria Accountability Act (SAA), a draft bill mandating economic sanctions against Syria if it does not end its sponsorship of terrorist organizations, discontinue its development of weapons of mass destruction, refrain from violating UN sanctions on Iraq and end its military occupation of Lebanon. Although it evoked sharp protests from the Bush administration and has passed only the first of many hurdles in the legislative process, its impact is already being felt in Lebanon......
