The authorities were the ones who protected the Saudis on our side of the pond. Dont you get it? Bush-Saudi Arabia is like Gephardt-Unions. You dont attack those who have buttered your whole political contribution base. Bush Sr. was the one who saved Kuwait and SA from Iraq. They are extremely tight. Why do you think they could arrange a phony energy crisis during the 2000 elections? The relationship did get muddied though after 9-11. No doubt. But before that, Saudis were the ones Bushes kissed the feet of, along with Chevron, Exxon, etc.
