I take it you mean that North Korea is now on the verge of halting their development of nuclear weapons -- or are they buying time to build more. You have the right thesis about "strength" -- but I do not see the US as strong in this case -- North Korea is the one planning to be "strong" by have missiles, nukes and few logical constraints on their use (i.e., noting to lose).
