That is possible. The military hospitals, whether they are in Beijing or not, have their own reporting system. So don't be surprised if other provinces number is also revised up. The bottom line is China has no national Surveillance system for communicable disease at the present, not to mention "sound", and I am sure now they are working on it. After all, China IS a developing country. So the newly-reported number has nothing to do with so-called cover-up. It is a communication problem bet. the military hospitals and the national health ministry. I said this from the very beginning when that doctor from 301 military hospital talked to the Time reporter.

Edit, put it in the perspective, Beijing is a city with 9 million population, plus 3-4 million daily migration. so 200 is a very small number.
