You know it's tough to ascribe rational thought to dictatorial regimes so who knows. Trying to rationalize Saddam's behavior is very difficult. He obviously is a survivor. He could have left, made an impassioned speech that he was leaving "for the good of the country," taken his estimated 7 billion dollars and lived a happy life, a la Idi Amin, in exile.

The plus to quick "negotiations" in Syria is the results next door and the fact that Assad has actually been fighting for reforms against the Baath party old timers.
