Woolsey must be counting some pretty miniscule countries and using pretty loose standards if he comes up with 121. Sounds sort of like Elliot Abram's census in the Reagan era in Central / South America, where "democracy" meant somebody we could do business with, regardless of how many people got killed by random death squads before the "elections" took place, and Nicaragua didn't count because we didn't like the way their elections turned out.
