heinz> Japan's huge savings are squandered by its bureaucracy - as Shostak points out, when savings end up financing government debt such as is the case in Japan

A great deal of the Japanese savings have been totally removed from their economy, by the many families who no longer trust the govt and are taking out all of their cash and buying small gold bars then storing them below their tatami mats or just putting the cash in the millions of large safes purchased for their homes in Japan in the last ten years.
