He announced it loudly and clearly at a recent press conference. Again, why broadcast it if its already done? He didn't "announce it loudly and clearly". I was watching it. He was asked by a reporter whether it was true we had disabled the pipeline. He answered, essentially, "No, we didn't disable, we turned it off". Isn't the food for oil program null and void now that one of its major signatories either is in hiding or dead? No, Saddam wasn't the signatory, the country of Iraq was.
