But, what is the criteria for invasion?

Terrorists? If so, then many countries are on the list.
WMD? Israel actually has the most, by far, in the region.
Contraban? Add France and Russia, along with China.
Humanitarian? Jeez, the list goes on and on...
Threat to us? Depends on a lot of factors, including how they view us as a threat.

Saddam was a clear despot who fit most, if not all, the criteria. But now that we're getting into the shades of gray, I think we not only need to be more careful, but we need to tone down the rhetoric. Specifically, someone needs to muzzle Rumsfeld. His loose-cannon mouth hurts our diplomatic efforts. The 'good cop/bad cop' routine is not good foreign policy...
