Yes, far too often. Some more than others, but most of them do IMO.
I also suspect Iraq had WMD at one time or another, but believe they were making a sincere effort to move away from that area, and that is why at this point in time I believe the war was unjustified and even a "criminal" act.... Two wrongs do not make a right. If they were not making any effort to reform, I probably would have joined the pro war crowd.
