Well, I'm no rightist, but I think that's a little harsh. I think that the cause/effect is reversed. If the approval ratings are high, Bush will take that as a mandate to continue as part of the criteria for invasion. IMO, if free to choice without regard to approval either nationally or internationally, Bush would target a good half dozen nations. But, I believe he understands the constraints and limitations (at least, I hope, else he might start tossing bombs at North Korea).
