Because the word regime has been associated with Saddam by Bush et al, doesn't make it a bad word. The dictionaries simply define it as :

NOUN:1a. A form of government:e.g., a fascist regime. b. A government in power; administration: suffered under the new regime. 2. A prevailing social system or pattern. 3. The period during which a particular administration or system prevails. 4. A regulated system, as of diet and exercise; a regimen.

We are, in fact, in the middle of the Bush regime......it does not necessarily connotate brutal or bad government.
It's amazing how a leader can make his followers believe what he wants them to believe.
