Try opening any folder on your computer and going to tools/folder options/file types tab and setting some other program as the default program for opening pngs. When you try to open a .png file from within IE it is probably expecting to open an internet based file and that's why it is asking for you to type a url or have to browse locally for the file. I set IE as my default png program and I ended up with the same thing you are talking about. My default application to open pngs is "Windows Picture and Fax Viewer".

I also found where this is a problem with IE but could not find a definitive solution. If the above suggestion doesn't suit your needs I'll post what I found about re-registering pngs with IE.
