Thank you for the link however I think the author might got the wrong reason. I think at that time China was upset with NK appointing Yang Bin, a Chinese billionarie who was under the investigation from Chinese authority, to be the head of the newly announced special economic development zone without consulting with China first.

Yang is already arrested by the Chinese government right now.
