I think the message that the Administration is trying to work on is, it's more advantageous to be a friend of the US than an enemy. Being an avowed enemy is really not a good idea.

That so many countries feel it's unfortunate that Israel is one of those friends is tough. The Administration is also trying to make it clear that they will pressure Israel just as soon as the Palestinian show some cooperation, any cooperation really.

Of course, the Arab world doesn't want a peace settlement, the issue of Palestine is far too useful to them. So they will be unhappy no matter what.
