Increasingly, I believe there's substance to the "deal" story. This is probably the most important reason of all:

In fact, he had to win just like he won the Presidential elections --- by "fixing" it. He had too much on the table to lose.

I think this is also important -- the way the media keep on and on about this has-been who even Israel has lost interest in. In fact, I think the US has captured only one of the Iraqi top guys who were on the "Death List". Most strange how so many important people simply vanish into thin air --- without a trace --- and without anyone knowing anything about them?

He and his kind have been partly overtaken by the new zealots from al-Qaeda, Hamas and Islamic Jihad, who are motivated by religion as well as nationalism.

Even Israel allowed him in and out of Gaza a few years ago as it accepted that he had given up violence and was supporting the Oslo peace process. Israel could not prosecute him under the terms of the Oslo accords anyway. <<<
