The US will only protect the buildings of the oil ministry, the oilfields, the oil pipelines and the oil tankers. Everything else is, at best, of secondary importance. If there is civil unrest, that's just fine, as long as the US troops are not affected (and the oil fields, pipelines and tankers, of course).
