there was a study on this problem and they determined that...

a fifth of non-cut&pasters live in houses that are connected to the net. the study found that some of these people are intimidated by the cutting & pasting and some live with people who monopolize the cutting & pasting. another group views their nonuse of cutting & pasting as a source of pride and "are delighted to reject such a popular technology".

Would you happen to have an Office type program that allows multiple pastes open at the time? It could be tied to that somehow? Some mice have the ability to C & P. Does yours? A workaround may be to use CTRL+C to copy and then CTRL+V to paste. That works quite often when a right click offers no paste function.
