your conclusion uses post-facto data. you cannot spot a price turn using $vxn levels, only with $vxn turns. $vxn/$vix levels are being deflated regardless of what the market is doing.

$vxn/$vix measure apathy as much as they measure fear/complacency.

one last comment on $vix/$vxn. we are in a bear market. low $vix/$vxn doesn't imply complacency on the part of bulls, it indicates complacency on the part of bears.
